All the "cards" in order
The birth of a child is such a happy event that it often overshadows bureaucratic obligations. Still, there are some that it is best not to forget. The first thing to do when a child is born is to
register the birth , which must be dealt with within 3 days of the birth if you are in hospital, or in any case within 10 days in all, by contacting the Municipality of residence of the parents (as a rule , reference is made to the Municipality of residence of the new mother). At the time of the report, the birth certificate issued by the health management of the hospital where the birth took place and a valid identity document of the person making the report must be presented. After the complaint, the Municipality will register the newborn in the Registry: the tax code, which today coincides with the health card, will be sent directly to the home a few weeks later.
The identity card
The identity card, on the other hand, can be
requested at any time from the Municipality of residence, bringing 3 passport photos of the child and the parents' identity documents. A clarification: to obtain the document that is not valid for expatriation, the presence of only one of the parents with an identity card is sufficient. For the document valid for expatriation, however, the joint presence of mum and dad or of a single parent with a declaration of consent and a photocopy of the identity document of the other is required. For infants, the identity card is valid for three years, while it is valid for five years from 3 to 18 years. Since the identity card has become completely digital, you have to wait about 2 weeks before you can receive it. Therefore, it is good to calculate the times if it is needed to leave the national borders.
The passport
The passport must be requested
from the Police Headquarters and has the same duration as the identity card, i.e. three-year validity up to the age of 3 and five-year validity from 3 to 18 years of age. It is necessary to present 2 passport photos, a 73.5 euro electronic government concession mark and a postal payment of 42.50 euro for the cost of the booklet. As for the identity card, if one of the parents cannot be present when the documentation is delivered, the issued passport will be valid for expatriation only if, upon completion of the request, a signed declaration of assent to expatriation is also presented from the absent parent and a copy of his identity document. It should be noted that, from June 2012, the registration of the minor in the parent's passport is no longer valid. Today, in fact, minors can only travel abroad with an individual travel document. For children under 12, and therefore also for newborns, the procedure provides that no fingerprints are acquired and that there is no digitalized signature. On the first pages, however, the names and dates of birth of both parents are shown, with indications in Italian, English and French.
Abroad with minors
Warning : minors under the age of 14 can travel abroad with an identity card or passport only if accompanied by one of their parents or guardians, unless they are entrusted to a person, an institution or a a transport company and this is certified by a declaration issued by the police headquarters or consular authorities. This is why, on the documents, the name of the parents or whoever takes their place is shown.
Curiosity

Not everyone knows that, if you are a parent of minor children, the consent of the other parent is required to request (or renew) your passport, no matter if you are married, living together, separated, divorced or natural parents. Therefore, the photocopy of the identity card of the other parent (signed) and the sheet of consent to expatriation must also be attached to the documentation, to be signed directly on site or to be delivered with the original copy signed. The reason is obviously the protection of the minor.
What is the tax code
The fiscal code is an alphanumeric code of 16 characters, where the first 15 are the identification of the person, while the sixteenth has the sole function of control character. The assignment of the tax code is carried out directly by the local offices of the Revenue Agency or, indirectly, by the Municipality of residence.
